Its supposed to do that. Modern processors are like motor engines, they don't always run at full speed to conserve power. Just because your coup¨| can go 70mph doesn't niggardly it should always be going 70mph. Same beside your processor. If you started doing something to make it entail to go faster, consequently it would go faster up to its top speed.
is the processor running at 800 MHz or is the Front Side Bus running at 800 MHz? because i.e. how fast the FSB should be running at.
Are you sure that it is? Many processors hold a feature that manage processing power based on what you are doing. AMD's publication of this is called PowerNow!, and I can't remember what Intel's is right-off.



Did you find the speed underneath "System Properties"?
