When the system starts you can use F1 switch function to set up!In set up you can decide surrounded by safe mode start up.Or if within is any error in system Microsoft will boost it automatically from the installed software on your computer.There is nothing beside Green light-it only display your contrivance is power on.If it's takes time to restart it way you have some other programs installed on your computer which also approaching to run look on your task lump How many program you are running near Window o/s.Stop them to run with pane o/s because when the program is installed you can use it after window starts surrounded by full function.In set up there are different program inventory you can remove the check mark which you are not usually use on a daily basis.and restart the system.
